Sydney restaurant with stunning harbor view?

My parents are going to Sydney and it will be a very special trip for them. I would like to surprise them with a voucher for dinner at a nice restaurant with harbor view. Can you recommend a great place preferrably on a high floor with a view over the sydney hardbor? It should be a place with a warm and cosy atmosphere. Thanks
