Where to draw the line with my spouses ex-wife?

If the car insurance is for one of his children than he could try and pay half of it. Also, why cant the kid be added to her insurance so that way it is cheaper? Your husband just needs to pay what he is ordered to pay and maybe do things for his children by buying them clothes or something but not sending her money.
