Name of the novel where a scientist creates creatures to remove the evil in the world - named Vulcan?

The story revolves around a woman and her baby, and a police detective solving terrible murders - turns out the creatures are simply population control by this crazy scientist. The creatures go biblical in the end. Very good book but I cant remember the title for the life of me. The first generation creature was named Vulcan. This ring a bell for anyone?
