Does anyone know if the $99 "Dealer Processing Fee" at CARMAX is negotiable?

What is Carmax anyway? Is it like Carfax? Sounds like a car dealer......our COnveyance fee is $249.oo! Which is reasonable...and no you cannot negotiate it!
